Static Veil does not use formal encumbrance rules. Characters may carry whatever equipment they can reasonably manage.
Items still list their Weight, but this value is provided for reference rather than to calculate carrying limits. Weight is useful when the amount being moved matters, such as carrying a crate of equipment, transporting cargo, lifting heavy objects, or determining whether something can reasonably be moved by a person or vehicle.
The GM should intervene when a character attempts to carry an implausible amount of gear or equipment that would obviously be difficult to transport unnoticed. The consequences should follow from the fiction rather than from a numerical carrying limit.
A character walking through the city with several firearms, bulky tactical equipment, breaching tools, and a backpack full of explosives may attract attention from law enforcement, corporate security, gangs, or anyone else with reason to take notice.
The absence of encumbrance rules is not permission to ignore what a character is physically carrying.
