Static Veil is a cyberpunk fantasy tabletop roleplaying game set in a world where magic returned without replacing technology. Megacorporations dominate economies and governments, sprawling networks connect almost everything, cybernetic and biological augmentation reshape the body, and the supernatural has become another dangerous fact of modern life.
The world did not become cleaner when the impossible became real. Magic was studied, regulated, weaponized, patented, criminalized, and sold. New Lineages emerged alongside humanity. Corporations built industries around technologies that would have seemed impossible a generation earlier. Beyond the familiar world lie Folds, places where ordinary reality gives way to something stranger and far less understood.
Static Veil is about people operating inside that world.
Characters are capable specialists rather than interchangeable adventurers. One may breach a corporate network while another covers the hallway with a rifle. A mage may deal with a threat that cannot be solved with conventional weapons while an augmented infiltrator finds another way inside. A negotiator may accomplish more with the right leverage than the rest of the team could achieve through violence. Different characters approach problems through different expertise, but they remain part of the same scene and use the same underlying rules.
The system uses a d100 roll-under engine. When an uncertain action matters, the character makes a Test against a Success Target. Successful and failed rolls generate Hits, measuring how well the action went rather than reducing every result to a simple pass or fail. Bonus Dice represent advantages provided by equipment, abilities, circumstances, and other sources, while Complications allow success to carry consequences and failure to become worse in unexpected ways.
The same foundation is used throughout the game. Combat, hacking, magic, infiltration, investigation, social interaction, vehicles, and other areas may introduce their own rules, but they build on the same core procedures rather than becoming separate games.
Static Veil has official support for FoundryVTT. The game does not require a virtual tabletop to play, but its rules, character sheets, equipment, and other game elements are supported through an official FoundryVTT system for groups that prefer digital play and automation.
Static Veil assumes dangerous situations have consequences. Firearms are lethal. Injuries matter. Powerful equipment is not necessarily legal or obtainable. Magic and augmentation provide extraordinary capabilities without removing risk. Characters are competent, but competence does not make them safe.
This System Reference Document contains the rules for playing Static Veil. It is written as a reference document and assumes familiarity with tabletop roleplaying games and the roles of players and the Game Master. Rules are introduced where they become relevant rather than collected into a glossary at the beginning of the book.
To play, each player needs a character sheet and a way to record changing information. The group also needs percentile dice, normally two ten-sided dice read together as a d100, along with d4, d6, d8, d10, and d12 dice. Physical or digital dice may be used.
